2026 Infrastructure Improvement Program

Joel Street Reconstruction and Utility Upgrades

General Description of the Work:
This project involves the reconstruction of Joel from Sheridan to Ann Arbor Trail.  The concrete pavement will be replaced with a new concrete roadway.  No changes to the width are planned. New ductile iron water main will be installed under the roadway from the new water main that was installed at the Sheridan intersection to Ann Arbor Trail.  Residents will receive a new copper water service from the new water main to their curb stop box and, if found, all lead services within the project area will be replaced with new copper to the water meter inside the home.  This will involve coordination with each residence individually in order to install the new water services. Last but not least, new storm catch basins are proposed at the intersection of Joel and Ann Arbor Trail.

Traffic Detours & Road Closures during Construction
Joel Street will be closed to through traffic during construction.   Barricades with Local traffic only will be placed at Sheridan/Mckinley to prevent traffic cut through during the construction project.  Joel will also be closed at Ann Arbor Trail.  We will be asking the residents with driveways on Joel to park in the street on Sheridan temporarily during construction. (Local traffic only)
