The day is here, where Harvey St., Ann Arbor Trail and Penniman are back open for travel to our residents, businesses, and visitors. That’s right; Harvey Street is back open for traffic!!

In less than three short months, new utilities were installed (including new water main that had to go under the Tonquish Creek), new wider, ADA sidewalks were put in, additional lighting was connected, a new mid-block crossing installed connecting the Tonquish Creek Nature Trail to downtown, and the foundations for the new mast arm signals and pedestrian crossing signals were prepped for Spring installation.

There is still some on-going restoration work that is taking place over the next few weeks. Pedestrians and motorists will still see crews finishing up with some brick work, as well as trees, topsoil, sod and other landscape work. There is one small asphalt patch left to complete on Penniman, which will require a couple hour detour in the near future. We will communicate that once the schedule is set.

Please be cautious in the Harvey St. area while crews are working to put the finishing touches on a successful project. We appreciate everyone’s care and caution and ask for that to continue. Thank you for your support and enthusiasm during the past few months. We hope we delivered a timely, responsible project that will last for years to come.

Ann Arbor Trail at Harvey St. is now open. Motorists traveling east or west bound on Ann Arbor Trail can now pass through Harvey St. on their way to/from downtown Plymouth. Crews laid the final asphalt layer today and opened up that portion to traffic.

Traffic on Harvey St. still remains closed at this time as crews are still prepping for asphalt next week, installing the landscaping (brick, sod, light poles, etc.). It is anticipated that the northern half of Harvey at Penniman will be paved late next week. Once the schedule is finalized, we will send the information out. In other Harvey St. news, Consumer’s Energy, via a subcontractor is installing new gas main between Church and Farmer St. This work is expected take place along the right of way (sidewalks, some driveways, tree lawn areas) and not expected to be out into the street.   • Crews from Proline Asphalt are scheduled to install final pavement in the intersection of Ann Arbor Trail and Harvey, Harvey from Ann Arbor Trail to Fleet St. Install base course of asphalt in the intersection of Harvey and Penniman and on Harvey from Penniman to Fleet St.
  • Crews from Old Village Landscaper are scheduled to continue restoration and brick paving installation throughout the project area.

Another week of construction has brought us another week closer to completion. Today, crews finished pouring all of the concrete curb in the project area. It will take approximately one week to cure. During that time, additional crews will continue to pour sidewalks, grade the road surface, install the foundations for the traffic signal mast arms, and begin restoration of the landscape including sprinklers, brick work and topsoil and seed.

This coming Sunday, October 24, is Pumpkin Palooza in Downtown Plymouth. Visitors and guests to the event will have access to the Fleet St. Parking Deck while the roads in downtown are closed for the event. To access the Fleet St. Parking Deck, you can either travel east on Ann Arbor Trail and turn north on Harvey St. or simply travel north on Harvey from Wing St. Once you reach Harvey St., you can enter into the Arbor Health Building Parking Lot and use the ramp in the northeast corner to access Fleet St. and the Parking Deck. Upon leaving the Parking Deck, simply drive back over the ramp back into the Arbor Health Building Parking Lot and exit back on Harvey St. Once on Harvey, you will be directed to travel south toward Ann Arbor Trail. Please note, this is temporary access for Pumpkin Palooza and will only be accessible during the event. On Monday, the area will be back to a construction site and thru traffic will not be allowed.

Harvey St. is beginning to look like a roadway again, but we still need to be patient and cautious anywhere in the construction area as there is still a lot of work to be done, and there are multiple crews working in that area to complete the project as quickly, but more importantly, as safely as possible.

Even with rain over the last few days and some rain in the future forecast, work continues on Harvey St. The project is just beginning to hit the homestretch but still has a couple weeks left before completion. It is still on schedule for an early November completion, which is on track from the initial estimates.

Today and tomorrow (Saturday), crews will continue work on the last of the storm sewer piping. That should be completed Monday/Tuesday of next week, which marks the end of the underground portion of the project. The water main is now fully tested and connected to the water system, the minor couple sanitary sewers repairs were made, and the new storm sewer system has been upgraded.

You may have noticed this past week, that crews have poured curb and sidewalk on a good portion of the project area. Crews will be working on Saturday and the beginning of next week to prep for additional concrete work in the project area. Please remember that the concrete takes seven days to cure, so there may be times you may not see “work” being completed in a particular area; and that is most likely because of the cure time for the concrete crosswalks, sidewalks, and other areas.

While that work is being completed, the traffic signal mast arms and pedestrian signal pedestals will begin being installed in the Harvey and Penniman intersection. Like the Ann Arbor Trail and Harvey intersection, the crews will be digging the foundations, pouring the concrete, and running the conduit and wires, which will leave the intersection of Harvey and Penniman closed for the time being.

Friday October 1, 2021

The beginning of a new month and we are nearing approximately one month until completion of the Harvey St. construction. There has been significant progress on many portions of the project, but still a ways to go until the project is complete.

This last Wednesday, a sign that we are beginning to inch closer to the end was installed and that was curbs on Harvey between Fleet St. and Ann Arbor Trail. It is expected that beginning next week, the next phase on concrete work will begin and that will be work that takes place behind the curb. Drive approaches and sidewalks will begin being installed in that same stretch. As with all concrete work, please exercise caution and avoid the area if at all possible to give the concrete proper time to cure.

Ruahorn Electric continues setting the foundation, bases, and installing the conduit for the new mast arms and pedestrian crossing signals in the intersection at Ann Arbor Trail and Harvey. Once their work is complete, crews will return to install curb, sidewalk, etc. Please note that due to the lengthy lead time on the materials for the mast arms, etc. it is anticipated that the final installation will occur in the Spring. Until then, the current traffic signals will still be in operation.

The most difficult portion of the project is underway in the intersection of Penniman and Harvey and that is the underground utility work. Today, crews will make the first two connection of the new water main on Harvey to the current water system. Those residents and businesses affected by todays work were hand delivered notices about the temporary interruption. Early next week, there will be another connection, although it is planned to be late in the day/early evening so as not to impact as many businesses. Again, City staff will be hand delivering notices to those affected water customers.

Crews will also continuing working on the storm sewer and sanitary sewer systems I the intersections; repairing and replacing as necessary. Depending on how the rest of today goes, will determine if the crews work on Saturday to try and get as much done while the weather cooperates.

The intersection of Penniman and Harvey is the biggest challenge for the vast amount of underground utilities as well as the difficulty in detouring the traffic around. We are doing our best in assisting traffic with flag people, and trying to keep open as much as we can as long as its safe for the crews and the drivers, and pedestrians. We ask for your patience over this next week as we work to complete the work in the intersection. If you can seek alternate routes, we recommend doing so to save yourself some time in getting through and also keeping the work area safe by having fewer cars and pedestrians in or near the work area.

A new week and a new intersection to work on. The underground crews have moved into the intersection of Penniman and Harvey to work on the storm sewer, and water main. Crews will be working on these utilities throughout the week. While most of the work is planned during the day, there may be the need for one overnight work night to connect the new water main to the system. More info on that scheduling with be forthcoming. Those residents and businesses that would be affected with a temporary interruption in service while crews connected the water main will be notified via hand delivered letter(s).

Only the southern half of the Penniman and Harvey intersection is closed at this time so as to help alleviate the traffic concerns. Traffic can still enter Penniman by traveling on southbound Harvey and turning left onto Penniman. Eastbound Penniman traffic is closed at Church St. and will be detoured as such.

Crews are also continuing to build the road base on Harvey between Penniman and Ann Arbor Trail. It is anticipated that the curbs will be poured on Wednesday, September 29th. The concrete will take a week to cure. During that time, additional crews will begin work on sidewalks, drive approaches and other behind the curb concrete work. We ask that walkers, bicyclists, and other visitors please use alternate sidewalks and paths to visit downtown and avoid Harvey St. so as not to disrupt the new concrete.

During the overnight hours contractors, city staff and engineers worked on upgrading the water system in the intersection of Ann Arbor Trail and Harvey.  Crews did this work overnight to avoid significant water shut downs during the daytime.   

Whenever crews work on the water system there is a possibility of "rust colored" water in the system as there is a reversal of the water flows in the pipes.  The water system is safe and secure.  If you experience any colored water this morning, simply run the cold water tap in the house for a few minutes and it will clear up.  Again, the water is safe and secure.

Hopefully you were able to enjoy the Fall Festival and the offerings of the service clubs, including the pancake breakfast by the Kiwanis Club and the Rotary Club’s Bar-Be-Que Chicken dinner.  

Crews were back bright and early on Monday to continue the Harvey St. project. Monday will be a long day for the crews as they will be making the first connection of the new water main to the system. In addition, crews will be working into the evening to connect the Arbor Health building to the new system but won’t begin that process until after public hours at the building.  There will be some temporary water service interruptions for a small group of businesses during the day on Monday. Each of the businesses affected have been notified personally and coordinated with for this step of the process. Unless you have been personally contacted by the city for a temporary service interruption on Monday, it is anticipated that your water will continue to be in service as normal.

On Tuesday morning, crews will be connecting the water service lines for the businesses along Harvey St. between Ann Arbor Trail and Penniman to the new water main. There will be temporary water service interruptions for only those businesses being connected and they have all been notified and coordinated with for this step in the process. 

In addition, crews will also begin excavation of the intersection of Ann Arbor Trail and Harvey. This will create detours in the following areas:

               Northbound Harvey will detour at Wing St. to either Main St. or McKinley/Evergreen

               Southbound Harvey will detour at Penniman/Church to Main St.

               Eastbound Ann Arbor Trail will detour at McKinley to Wing St.

               Westbound Ann Arbor Trail will detour to Main St. or Forest Ave.

We understand there are residents and business within the detour area and travel will be permitted to local traffic in those areas; however, the through traffic will need to follow the posted detours. There will be additional signage indicating the detour route as well as barricades signifying the limits of the construction zone.

Fall Fest is upon us, but work continues on Harvey St. This week, crews were performing two important tasks; testing the water main for safety, and putting in a temporary roadway for the Fall Fest.

Harvey St. is currently open to both north and southbound traffic for this weekend. Motorists can access the parking deck at Fleet St. as well as the parking lot at Arbor Health. Just a reminder that the Lion’s Club will be helping manage the parking deck this weekend and will be collecting a $10 donation for parking.

The water main has passed all of its required testing and crews will be back on Monday to begin connecting it to the water system. On Monday, Harvey St. will be back to reduced traffic as crews will be working at the entrance to Fleet St. as well as the entrance to the Arbor Health building. There will be signs and crews will be on site to assist in directing traffic. Please be patient and cautious in the construction area.

August 29, 2021

Another week of construction is completed and another week closing to wrapping up this project. During the past week, crews successfully installed the water main that runs under the Tonquish Creek. Thanks to everyone who helped keep the construction area and secure while this portion of the project was underway.

This coming week, crews will continue with water main installation as well as some storm sewer and sanitary sewer work. Once the water main is installed, it will undergo a series of pressure and bacteriological tests before it can be connected to the current water system. When the new water main is connected to the current water system, there will some scheduled service interruptions for the residents/businesses along Harvey St. City staff will communicate well in advance of this work and will hand deliver notices door to door prior to any interruption in service.

The week following Labor Day will see continued work on the underground utilities, but will also see some additional site prep and cleanup prior to the Fall Fest. It is planned that northbound traffic will be allowed on Harvey St. between Ann Arbor Trail and Penniman during the Fall Festival weekend. This means that traffic can travel northbound from Ann Arbor Trail, enter Fleet St. and park, and the traffic exiting the parking deck can exit back onto Harvey St. continuing north toward Penniman.

August 23, 2021

The first week of construction on Harvey St. is complete and we look forward to continued progress on the project. In the last week, crews were able to set up the Phase One traffic pattern allowing for access to northbound Harvey through most of the project area. There were times where traffic would only be allowed as far as the St. Joe’s medical building parking lot due to staging of trucks and equipment. Crews began work on installing new storm sewer along the west side of Harvey St. as well as beginning to install new storm water structures.

This week, crews will begin an important part of this project and that is, the installation of new water main. To accomplish this, the new water main will be installed below the cement enclosed portion of the Tonquish Creek, which runs underneath Harvey St. On Monday, crews will begin by digging two large pits on either side of the Tonquish Creek. These will be open excavations, so we need everyone’s cooperation to keep the work area safe and secure. At the end of each workday, the site will have fencing securing the area. These areas are off-limits to the public and these measures are put in place to keep the public and the contractor’s crews safe. We understand that this is an interesting project, but we ask for everyone’s safety to please stay as far back as possible.

Starting Monday, August 23, we will be moving to Phase 2A until at least Thursday morning.

We will try to keep northbound Harvey St. traffic open up to the St. Joe’s medical Facility; however, it might be easier to access the lot via the Fleet St. temporary ramp that was installed. Traffic that is in/on the parking deck can exit on Harvey St. and travel north toward Penniman during this phase.

August 15, 2021

Construction on Harvey St. between Ann Arbor Trail and Penniman is set to begin on Monday, August 16th. Crews will begin by setting up barricades and signage signifying the construction area, closures, and appropriate detour route(s).

Once that is complete, crews will begin removing the road surface. During this phase of construction southbound Harvey St. will be closed at Penniman. Northbound Harvey St. will allow for access to the St. Joe's medical facility parking lot for patients; however, there will not be access to the parking deck and Fleet St. off of Harvey St.

Access to the parking deck and Fleet St. will be from Ann Arbor Trail between Ironwood and Sun & Snow. Motorists can access both levels of the parking deck by entering from Ann Arbor Trail and driving around the deck along Fleet St. and entering as they normally would. To exit the parking deck, motorists can either drive around Fleet St. to the south side or from the lower level at the southeast corner (where parking blocks will be removed) and exit back to Ann Arbor Trail. There will be cones and signage to assist during this phase.

There are loading zones set up throughout downtown to assist the business in receiving deliveries during the construction on Harvey St. While smaller box-type trucks can still traverse around Fleet St., the larger trucks will not be able to make the turns due to no access from Harvey St. There are loading zones located on Penniman, Main St. (Kellogg Park side), and two on Ann Arbor Trail (one just west of Main St. and the other just east of Harvey St.). The zones are set up and enforced from 6AM to 11AM, with the Ann Arbor Trail just west of Main St. enforced from 6AM to 3PM.
