Police and Fire – Pistol Purchase/Safety/CPL

 

PISTOL PURCHASE PERMITS / SAFETY INSPECTION SERVICES

 

Purchase permit applications are available at any time that the Records Department is open.

 

  • RESIDENTS ONLY of the City of Plymouth can apply for a purchase permit. 
  • A driver’s license with current City of Plymouth address must be provided.
  • Must be 18 years of age (to purchase from a private citizen in MI) or 21 (to purchase from a federally licensed dealer)
  • US citizen or Resident Legal Alien (must show I-551 card)
  • Must pass a short True/False 15 question test from the state on gun safety.  A minimum score of 70% (3 wrong) is necessary for the application to be processed further.

  • Must not be otherwise legally prohibited from owning or possessing a firearm (i.e.: felony conviction; assault conviction)
  • Residents must qualify under all State and Federal firearms regulations to own a pistol.
  • A background investigation will be conducted, regardless of the number of times they have applied.  The application is usually available the next business day. There is a $5.00 fee for a License to Purchase.  One permit is needed for each weapon.
  • The application will need to have your signature notarized by a Notary Public prior to purchase of the firearm.
  • The license to Purchase a Pistol is then issued to you and valid for ten (10) calendar days, NO EXCEPTIONS!
  • The pistol must be purchased and returned to the Police Department for a safety inspection within those ten (10) days.  A cursory inspection of the weapon will be conducted and the pistol will be registered in your name at that time.  You will then be issued a Safety Inspection Certificate. (small green card).

 

NOTICE:

 

A PERSON WHO PRESENTS A PISTOL FOR A SAFETY INSPECTION SHALL ENSURE THAT THE PISTOL IS UNLOADED AND THAT THE PISTOL IS EQUIPPED WITH A TRIGGER LOCK OR OTHER DISABLING MECHANISM OR ENCASED WHEN THE PISTOL IS PRESENTED FOR INSPECTION.  A PERSON WHO VIOLATES THIS IS RESPONSIBLE FOR A STATE CIVIL INFRACTION AND MAY BE ORDERED TO PAY A CIVIL FINE OF NOT MORE THAN $50.00.  (THIS ALSO APPLIES TO A MICHIGAN CONCEALED PISTOLS LICENSE HOLDER (CPL))

Requirements to obtain a Concealed Pistol License (CPL)

 

  • Must be a resident of Plymouth City
  • Must be at least 21 years of age
  • Must be a US citizen or Resident Legal Alien who has resided in Michigan for at least six months.
  • All other requirements are found in the Michigan Concealed License Application Kits, which are available at the Records Section during regular business hours, Monday – Friday, 8:30am – 5:00pm.
  • Upon completion of all requirements, the CPL application is processed by the Wayne County Clerk’s office in downtown Detroit.
