Permit & Inspection Information
UPDATE MARCH 31, 2020:

To be in compliance with Governor Whitmer’s Executive Order 2020-21, we will review inspection requests only on projects that are considered essential to the sustainment or protection of life.  Below are some examples of work that is considered essential per the Governor’s order.

-Work performed on an emergency basis to repair or restore life safety systems for occupied structures, businesses, and homes such as electric, gas, sewer, and domestic water service

-Work to ensure a construction site or structure can be safely idled for an extended period of time.

-Emergency repairs to a structurally compromised building either occupied or unoccupied

We understand the difficult circumstances facing the building industry and will continue to adjust our operations as further guidance or clarification comes out from the Office of the Governor.  Please note that inspections to meet a “closing” or “move in” date are not considered essential and will be scheduled as soon as possible upon direction from the Governor that such actions are permitted.  If you have specific questions on the executive order or what is considered “essential” please visit that State of Michigan website at the following link: www.michigan.gov/coronavirus/

Permit Applications
PLEASE NOTE THAT CITY ADDRESSES ARE EITHER THREE OR FOUR DIGITS AND RANGE FROM 100 TO 1800
You can apply for a permit in person at City Hall or via mail or fax. In addition, you can apply online for electrical, mechanical, and plumbing permits by clicking the link to our Access My Government page below.

Permit Requirements
  • The permit must be posted where it is visible form the street.
  • All permits expire one year from the date of issue or the last inspection.
  • A recall charge of $50 will be charged for the re-inspection of work not ready for scheduled inspection.
  • Property owners, contractors, or their agents must be present to let inspectors into the premises for indoor inspections.
  • Do not cover work until all required inspections have been made.
  • The City of Plymouth enforces the following Codes:
    • 2015 Michigan Building Code
    • 2015 Michigan Residential Code
    • 2015 Michigan Plumbing Code
    • 2015 Michigan Mechanical Code
    • 2014 National Electrical Code
    • 2015 International Fire Code
Inspections
  • All inspection requests must be submitted by 3:30 PM the regular business day prior to the inspection.
  • There are two ways to schedule an inspection for each of which you will need the address of work, permit number, contact number, and type of permit. If you request a specific inspection time we will contact you by 4:30 PM only if there is a scheduling conflict.

    • Schedule an inspection online through AMG
  • Building inspections are conducted Mondays, Wednesdays, Thursdays & Fridays from 1:00 PM and 4:00 PM.
  • Plumbing and Mechanical inspections are conducted  starting at 12:00 PM on Mondays, Wednesdays, and Fridays
  • Electrical inspections are conducted after 4:30 PM on Mondays, Wednesdays, and Fridays.
  • The Community Development Department hours are 8:00 am to 4:30 PM Monday through Friday.

Housing and Rental Inspections
  • Housing and rental inspections are required for residential properties and apartment complexes that have 3 units or greater, per the State of Michigan.
  • A Certificate of Compliance is issued after the successful inspection of the rental property.  It is valid for 2 years after the inspection date, to expire December 31 on a recurring basis.
  • Inspections can be set up by calling the office at (734) 453-1234 ext. 232.  
  • Inspection times are Mondays, Tuesdays, Thursdays & Fridays from 1:30 to 3:30 PM.
